Significant changes to extraordinary substitutes rules in Chapter 3 - see minutes

CM TT08 1st Week

Major rules restructure and:


Change R12c from:
Below the red and white post on Haystacks Corner but crews may not paddle further than the post other than to
manoeuvre for spinning. The stretch between OBUBC boathouse and the lock is to be kept clear whenever
possible and not used for coaching.
To:
Below the red and white post on Haystacks Corner but crews may not paddle further than the post other than to
manoeuvre for spinning and must stay above the white Isis Boathouse post. The stretch between Isis
boathouse and the lock is to be kept clear whenever possible and not used for coaching. Crews racked at the
Isis boathouse may use the area just below the IBH post to boat or land only but are recommended in blue or
amber flag to spin above the post and 'drift or back down to land.)

Add to R9.1
This 1 boat restriction does not apply to single sculls.

Add on the end of B6:
"B6.5
Crews withdrawing after the Start Order is finalised, or failing to boat for their race are withdrawn from the
competition and not reinserted the following year. Crews in the division are moved up one place and a bungline
left empty at the bottom of the division for the day's racing. In the Start Order for the following day all other
crews are moved up one place and the fastest crew failing to Row On shall be invited to start at the bottom of
the lowest division.
B6.6
The race committee may decide to allow a crew to withdraw for one day of racing.
a) In Eights, one crew behind will gain a bump by rowing clean past the withdrawn crew's bungline.
b) In Torpids, the crew may be reinserted the following day a number of places lower by the discretion of the
race committee based on the reasons for withdrawal. Other crews in the division are moved up one place and a
bungline left empty at the bottom of the division for the day's racing."

Change R14 from:
During fast stream conditions, special rules are in force on the Godstow stretch, as indicated
on the OURCs website (’The Godstow Flag’):
1. Red Flag (4 bucks): Godstow stretch closed to all crews. Navigation of Osney Lock
prohibited.
2. Amber Flag (3 bucks): Godstow closed to all College crews except Senior Crews as
defined in R7. River closed below Rainbow Bridge. Navigation of Osney Lock prohibited.
To:
1. Red Flag (2 bucks at Godstow or 4 bucks at Osney lock or at the discretion of the St
Edmund’s School Boatman): Godstow stretch closed to all crews. Navigation of Osney Lock
prohibited.
2. Amber Flag (1½ bucks at Godstow lock or 3 bucks at Osney lock or at the discretion of the
St Edmund’s School Boatman): Godstow closed to all College crews except Senior Crews as
defined in R7. River closed below Rainbow Bridge. Navigation of Osney Lock prohibited.

1st Captains' Meeting, Michaelmas Term 2007

Change C6.1 from:
“Within these rules, members of College X shall be restricted to those in possession of a
valid University ID card listing affiliation to College X and a status of one of: Undergraduate,
Postgraduate, Visiting Student, Associate Students, Staff or Congregation; with such status
to be deemed to have terminated prior to the card expiry date in the event of:
1) The subject leaving or suspending their course of study; or
2) The publication of a pass list or class list marking the end of the course; or
3) The granting of leave to supplicate for the degree “
To:
1.1 Members of college boat clubs are restricted to bona fide students (in
accordance with University Statute II) of said college
1.2 until such a time as:
• The subject leaving or suspending their course of study; or
• The publication of a pass list or class list marking the end of the course; or

1.3 plus those allowed under C6.2,3,4,5 and 6.
Remove C6.3, renumber the subsequent clauses.

Renumber C6.8 to C6.4.1 and C6.7 to C6.5
Add C6.6:
“Other members of the University who are congregation or Staff employed by the college
are entitled to membership of the College Boat club but will not normally be allowed to row
in their college 1st Eight or Torpid unless otherwise agreed by a Captain’s meeting.

Change O1 from:
“Permission must be sought for the event to happen from the Proctors and Environment
Agency at least four weeks before the events.”
To:
“permission must be sought for the event to happen from the Proctors at least four weeks
before the events. Organisers must arrange to meet or liaise with the Environment agency
regarding their event plan at least six weeks before the event.”
Add O2.2
“For regattas on a Saturday, the OURCs river closure for college and University crews must
start from an hour before sunrise out of courtesy to other rivers users, to allow them the use
of the river prior to the regatta start time.”
Add O4.2
“Organisers are not permitted to start their regatta earlier than the original published start
time, out of courtesy to other river users.”

Capsize drills
“All individuals using a 1x, 2x, 2- must have passed a Capsize Drill conducted by an ARA
qualified instructor under ARA guidelines.”
To:
“All individuals using a 1x, 2x, 2- must have passed a Capsize Drill conducted by an ARA
qualified instructor under ARA guidelines or by someone trained in running capsize drills
under ARA guidelines by an ARA qualified instructor and approved by the University Area
Safety Officer

Swim tests
change R4.1 from:
“All crew members shall have satisfied the College Boat Club’s appointed Senior Member
that they are in good health and can swim a minimum of 100 m in light clothing (WSC/16).”
To:
“All crew members shall have satisfied the College Boat Club’s appointed Senior Member
that they are in good health and can swim a minimum of 50m in light clothing and
demonstrate competence underwater. Rowers or coxes who fail their swimtest will be
permitted to be on the river provided they are wearing an auto-inflate life jacket rated 100N
or higher and are with a coach with appropriate rescue equipment.”

1st Captains' Meeting, Trinity Term 2007

  • Add C6.2 (and renumber): “Visiting Students at Oxford University holding a reader’s card are eligible for membership of a college boat club upon presentation to the OURCs committee of a letter from the College Office or Bursary stating their affiliation to that particular college.”
  • Amend C5.9 from:
    “All College Boat Clubs are required to be affiliated to the Amateur Rowing Association.”
    to:
    “All College Boat Clubs are required to be affiliated to the Amateur Rowing Association. Should a club become suspended by the ARA they are automatically suspended by OURCs until reinstated by the ARA.”

  • Change B15.2 from "Bumps gained prior to the hooter shall stand." to "Bumps gained prior to the hooter shall stand. Any bumps after the first hooter sounding anywhere on the course are not counted irrespective of whether crews involved have heard it or not."
  • Change B4.2 form "does not violate B4.2" to "does not violate B4.1"

2nd Captains' Meeting, Michaelmas Term 2006

  • Change rule B8.7 from:
    "If the Starting Gun has not fired within seventy seconds from the One Minute Gun, or the klaxon is sounded, the Senior Umpire will notify crews that the sequence of guns shall be repeated from the One Minute Gun."
    To:
    "If the Starting Gun has not fired within seventy seconds from the One Minute Gun the Senior Umpire will notify crews that the sequence of guns shall be repeated from the One Minute Gun"
  • Change rule R6 from:
    "Registration and Status of Coxwains”

    "No novice coxswain may go through the Gut until 4th Week of the term in which they receive their permit.”

1st Captains' Meeting, Michaelmas Term 2006

  • Change Chapter 6 from:
    "O1. Identification of OrganisersThe organisers must make themselves known to the OURCs Secretary.
    O2. Permission for River Closure
    The Organisers must ask permission for a river closure from OURCs at least four weeks in advance.
    O3. Other Required Permissions
    Permission letters must be sent out to the following bodies at least four weeks before the event. The EA; The Proctors; and other river users, a list of whom the OURCs Secretary will make available to the Organisers. (It should be noted that where access to the boathouses through Christ Church Meadow is required, permission should be sought from The Treasurer, Christ Church, at least 6 weeks before the event)
    O4. Safety Plan
    A safety plan must be submitted to the OURCs secretary for approval at least four weeks in advance of the event.
    O5. Cancellation
    If the safety plan is deemed insufficient, or the event does not live up to the safety plan, then the OURCs Secretary has the right to cancel the event.
    O6. River Restrictions
    During the competition, no crew is allowed on the river except those permitted by the competition rules.
    O7. Organisers' Obligations
    Organisers are required to publish a full set of rules for their event online before the closing date for entries. They may include some or all of the OURCs Rules of Racing or Rules for Bumping Races, but must clearly identify which sections are to apply. "

    assessment to both bodies. The Proctors will also require proof that the event is insured.

    Bumping Races, but must clearly identify which sections are to apply."

2nd Captains' Meeting, Hilary Term 2006

  • Change: B2.1. from " Torpids shall consist of 6 Men's divisions and *4* Women's divisions, *with one "Floating" division*. The top 5 Men's divisions and the top *3* Women's divisions shall be designated "Fixed" divisions and the remainder "Rowing On" divisions" to "Torpids shall consist of 6 Men's divisions and 5 Women's divisions. The top 5 Men's divisions and the top 4 Women's divisions shall be designated "Fixed" divisions and the remainder "Rowing On" divisions."
  • Remove B2.8 The "Floating" division shall be designated Men's or Women's depending the spread in times of crews finishing 13th and 25th in 'Rowing On': whichever gender has the smallest spread will have the extra division.
  • Add to C6.3 "Christ Church College Boat Club includes members of Kellogg College [Effective from TT06]"
  • Add to R.4 "All individuals using a 1x, 2x, 2- must have passed a Capsize Drill conducted by an ARA qualified instructor under ARA guidelines. [Effective from 1st week TT 06]"
  • Change C8.3 From “Notice of a Captains' Meeting, together with an agenda, must be delivered to all College Captains and OURCs Committee members at least 48 hours before the meeting.” To “Notice of a Captains’ Meeting must be delivered to all College Captains and OURCs Committee members at least 48 hours before the meeting.The agenda for every captains meeting must be made available at least 48 hours before the meeting”

  • Amend R9.1 to be consistent with R8.2. Change R9.1 from "weekdays before 8.00am, from Sunday of 0th week, only one crew from each college is allowed on the Isis at any one time" to "Weekdays before 8.00am, from Sunday of 1st week to Saturday of 8th week, only one crew from each college is allowed on the Isis at any one time"
  • Change R.9.1 from "No more than 1 crew out on a weekday morning" to "No more that 1 crew out on a weekday morning without the written permission of OURCs committee"
  • Add to C.6 "Any Rowing Sabbatical Officer, previously a member of a college boat club can be made and automatic member of thier previous college without the need for approval from a Captain' Meeting."

2nd Captains' Meeting, Hilary Term 2005

  • Add C3.1.3
    "The OURCs Sabbatical officer"
  • Add C5.9
    "All College Boat Clubs are required to pay an affiliation fee to OURCs, before the Sunday of 4th week of Michaelmas term, which will be used solely to fund the OURCs Sabbatical Officer. College Boat Club affiliations will be based on the number of boats competing in the Eights competition preceding the year of affiliation (excluding boats that fail to row on)."
  • Change C7.3 (duties of OURCs Secretary...)
    iii. Ensure all OURCs notes, agendas and circulars are issued.
    iv. Ensure Captains' Meetings are convened, an that accurate records of such Meetings are kept.
  • Delete the clause of C7 referring to the OURCs Safety Adviser (which is incorrectly numbered anyway at the moment) and replace with:
    The OURCs Sabbatical Officer, whose duties are to provide administrative support to the OURCs committee and Council of Oxford University Rowing (COUR), and act as OURCs Safety Adviser, as described in the job description (available from the OURCs Secretary or Oxford University Director of Sport).
  • Change C8.2 to read:
    Any member of the OURCs Committee may call a Captains' Meeting, although normally it is the duty of the OURCs Secretary or the Sabbatical Officer.
  • C9 (Election of Committee Members)
    delete "except for the Safety Officer" in first paragraph.
  • Replace C9.5 with
    "With the exception of the Sabbatical Officer, Elections have immediate effect from the end of the Captains' Meeting, unless otherwise resolved at the meeting."
  • Replace C9.13 with:

    3. Blue Flag (2 bucks): Isis closed to Novice status coxes. Crews must spin between the red and white posts 100m downstream of Donnington Bridge and upstream of Haystacks Corner. River closed between Folly Bridge and Oxford Canal. Navigation of Osney and Iffley Locks prohibited.'

  • Delete B1.1:
    'Torpids shall be held from Wednesday to Saturday of 7th week of Hilary Term.'
    and replace with:
    'Torpids shall be held from Wednesday to Saturday of 7th week of Hilary Term, except for those years in which it clashes with the Women's Eights Head when it shall be held from Wednesday to Saturday of 6th week of Hilary Term.'
  • Referring to change to B1.1, it is noted that the Captains resolved to hold Torpids 2004 in 7th week, regardless of the new rule and the clash with 2004 Women's Eights Head - this was due to organisational problems with the short notice given.
  • Insert new C2, and renumber every other C-rule apart from C1:
    'The Council of Oxford University Rowing (COUR) is the University sanctioned executive authority for the overseeing of all safety matters concerning rowing within the University. All safety issues on which COUR makes a ruling shall be binding on members of OURCs.'
  • Insert new Appendix E, and reletter:
    'COUR performs an advisory role for OURCs and the rowing clubs of Oxford University. It provides a forum for exchange of information between rowing clubs, for liasing and the sharing of information on major events, and other matters of common interest.     Ties in penalty with other transgressions.
  • Change R9.3:
    Weekdays 5.00pm-7.00pm from Monday of 0th Week to Tuesday of 5th Week of Trinity Term, only University crews or those entered for the Senior Divisions in Eights (as defined in B2.7) plus the top crew of the next division and all College 1st VIIIs, may row in IIs, IVs or VIIIs. There is no restriction on smaller boats (as requested by Captains).
