From the Minutes of the Captains' Meeting, May 1st, 1908 (Bodleian MS):

...The President then called attention to the deplorable laxity on the part of Captains of Boat Clubs and coaches in their observation of the printed rules of the river and expressed the wish that every endeavour should be made to rectify this, and his intentention [sic] to exact fines more strictly from delinquents. The Meeting then adjourned.

how on earth did you find minutes from 1908?? what exactly were you searching for?

The librarians in the manuscripts room are very helpful, and got out everything in the OUBC file for me. The minute books go back to the founding meeting in 1828. I was actually after records of participants in Eights in the postwar period.
